AWARDS BY-LAWS & PROCEDURES
A. SPCE Outstanding Services Award
• Aim: To recognize and encourage continuous and outstanding services to the technical activities sponsored and endorsed by the SPCE Technical Committee.
• Award: This award is given by the SPCE Technical Committee. Upon successful nomination and selection, one award is given per year which includes a plaque from ComSoc.
• Eligibility: Active SPCE members who have made continuous and outstanding contribution to the technical activities sponsored and endorsed by the SPCE Technical Committee. An active SPCE member is a member who is eligible to vote for officers as defined by the SPCE bylaws.
• Candidate Nomination:
a) A candidate is nominated by an active member of the SPCE and seconded by at least another active SPCE member.
b) A valid nomination must have a written case description.
c) A nominee must accept the nomination in order to be nominated and cannot be his/her own nominator or seconder.
d) An award recipient cannot be nominated in the immediate following year.
• Recipient Selection:
a) The selection is made at the SPCE-TC selection meeting for the recipient in the same year.
b) Written cases of nomination are presented to the selection meeting.
c) If only one nomination is presented, the SPCE Outstanding Services Award recipient is the nominee if a majority of active members in the selection meeting do not object the nomination.
d) If more than one nomination is presented, an anonymous vote organized by the secretary will take place by active members attending the selection meeting. Active members can vote in support, objection or abstention. The recipient is the nominee who receives a majority of vote in support.
e) If more than one nominee receives majority support, the SPCE Outstanding Services Award recipient is the one who receives more supporting votes.
f) In case of equal supporting votes, refer to the procedure in g).
g) The Chair of SPCE will form a selection committee including the serving Secretary and a previous SPCE Chair or Vice-chair who is an active member. The selection committee will decide on the recipient, or no recipient if a decision cannot be reached.
• Recipient Announcement and Award Presentation:
a) The recipient is announced in the selection meeting if the selection is made at the meeting.
b) If a selection committee is formulated, the decision will be announced within 2 months from the date of selection meeting.
c) The presentation of the award is arranged by the SPCE Chair or a delegated representative and given in a Globecom SPCE meeting.
B. SPCE Technical Recognition Award
(Approved in the SPCE meeting held in Budapest, Hungary, June 11, 2013)
The Signal Processing and Communications Electronics (SPCE) Technical Recognition Award aims to promote signal processing for communications research and development activities in both the academic and industrial communities. This award is established as part of the SPCE activities in which research and development takes place in areas related to signal processing for communications. The award recognizes members of the IEEE Communications Society (ComSoc) who have made outstanding contributions to the technological advancement of signal processing for communications.
• Award Frequency
The SPCE Technical Recognition Award will be given in each calendar year. If no suitable candidate is proposed in a given year, the award will not be presented for that year. The award will be announced and conferred during the IEEE Global Communications (GLOBECOM) conference.
• Nomination Procedure
Nominations will be solicited by e-mail from the SPCE members. All nominations must be sent to the SPCE Secretary in PDF or text format by September 30 of the year in which the award is to be given. The nominations should include a concise description of the candidate’s contributions to the technological advancement of signal processing for communications and any supporting materials showing that the candidate has met the award eligibility criteria. Any person may nominate a candidate for the award, except the members of the SPCE Technical Recognition Award Selection Committee and ComSoc Board of Governors.
• Eligibility Criteria
Any individual, except members of the SPCE Technical Recognition Award Selection Committee and ComSoc Board of Governors, may be nominated for the award, if the following criteria are met:
-the candidate must be an IEEE ComSoc Member at the time of nomination;
-the candidate must have been involved significantly with research related to the areas of signal processing for communications; and
-the candidate must have made outstanding contributions to the technological advancement of signal processing for communications.
• Award Selection Committee
The recipient of the SPCE Technical Recognition Award is decided by the SPCE Technical Recognition Award Committee. The committee consists of the second past chair, the first past chair, the current chair and other two SPCE members nominated by the Committee Chair. The committee will be chaired by the second past chair. The term of the committee and the committee chair is two years.
• Support for the Award
The SPCE Technical Recognition Award, a recognition plaque, is supported by the IEEE ComSoc and will be funded under the IEEE ComSoc annual budget for supporting Technical Committee activities.
